A federal financial-compliance gap, a working prototype validated against live government and public-market data, and a funding path that starts with non-dilutive federal capital.

The opportunity

DLA alone obligated $55.4 billion across 8,500+ suppliers in FY2025 with no systematic way to measure vendor concentration risk. The same gap exists, in some form, across every one of the 24 CFO Act agencies, each with its own supplier base, its own audit exposure, and the same missing capability. DoD has posted eight consecutive years of disclaimer of opinion on its financial statements, with 26 material weaknesses identified in FY2025 alone. Vendor economic dependency is a well-defined, measurable slice of that problem.

Traction

Clerid is not a concept. It's a working prototype (TRL 5), validated end-to-end against live external systems: SAM.gov, USASpending.gov, and SEC EDGAR, with a sourced evidence trail behind every result. The same engine already runs three ways: screening a vendor base for economic dependency risk, extracting capital projects from unstructured budget documents, and tracking contract actions buried in meeting minutes. Adding a fourth domain is just a configuration change, and that reusability is itself part of the traction: the hard part was building the engine, and that work is already done.

This has been run end to end against real municipal planning and contract records, not synthetic test data, producing a branded output deck with every finding traced to a named source and a human review step before anything is treated as final.

Funding path

Clerid is proposed for a 12-month DoW SBIR Phase I effort, targeting TRL 6: a validated golden dataset, an audit-defensible evidence pipeline, and a demonstration-ready product by the end of Phase I. Phase II targets production transition at DLA plus evaluation at a second agency. Panderose is pursuing this entirely in-house, with no subcontractors and no FFRDCs, which keeps the cap table simple and the technical ownership concentrated with the founding team.

Path to market

The roadmap is sequential and deliberately narrow at first: prove the mechanism at DLA, extend to a second federal agency, then open a commercial track for private-sector compliance and internal-audit use cases that share the same underlying problem, whether that's counterparty risk, unstructured budget data, or contract actions buried in records no one has time to read by hand.
